Is a Student’s Pass the Singapore student visa?

For most international students, the permission used for full-time study in Singapore is called a Student’s Pass. ICA states that a foreigner accepted by an educational institution for full-time study generally needs one unless they hold a valid Dependant’s Pass, Long-Term Visit Pass, or Immigration Exemption Order. Part-time, evening, and weekend courses are not eligible for a Student’s Pass.

A short course may be exempt only when it meets ICA’s conditions, including completion within the validity of a Short-Term Visit Pass or 30 days, whichever is shorter, and being a complete stand-alone module without the restricted practical training described by ICA. Do not enter as a visitor and assume you can convert any course into a Student’s Pass route later.

Identify your institution category before applying

ICA uses different application pages for Institutes of Higher Learning (IHLs), Approved Private Education Institutions (PEIs), schools, and other education providers. The correct category determines the procedure, expected processing time, and institution-specific requirements.

The IHL list includes Singapore’s local universities and polytechnics plus specified offshore institutes with local campuses. For a private education route, ICA says only EduTrust-certified PEIs can offer Student’s Pass placements to foreign students. Confirm the institution, exact course, full-time status, and applicable ICA category before paying a non-refundable deposit.

When should you submit the application?

For both IHL and approved PEI routes, ICA instructs new applicants to apply online at least two months and not more than three months before the course begins. The institution normally completes its registration step first and provides the Registration Acknowledgement Letter needed for the application.

You do not need to be in Singapore while the application is processed. ICA recommends applying before arrival because you cannot extend your stay simply because a Student’s Pass application is pending. Work backwards from the course start date and leave time for the school’s registration, document corrections, possible additional requests, travel, and post-arrival formalities.

Student’s Pass document and information checklist

The live ICA checklist for IHL applicants asks for both documents and detailed personal information. The exact file can vary by institution type and individual circumstances, and ICA may request more evidence. Documents not in English require an official translation that meets ICA’s stated translation rules.

• Education and employment history, including previous countries or places of residence
• Information about financial support for the course and stay
• Parents’, spouse’s, or siblings’ personal information where applicable

• Originals, copies, and compliant translations when ICA or the issuance instructions require them

How much are the official ICA fees?

As reviewed on 25 September 2026, ICA lists a non-refundable S$45 processing fee for a Student’s Pass application. After approval, the issuance stage carries a separate S$60 Student’s Pass fee and an additional S$30 Multiple Journey Visa fee when that visa is applicable.

These amounts are government charges, not the complete cost of studying in Singapore. Budget separately for tuition, institutional deposits and levies, accommodation, food, transport, insurance, flights, medical checks if required, and an emergency reserve. Do not rely on a fixed rupee conversion because exchange rates and card charges vary, and recheck the live ICA pages before payment.

How long does Student’s Pass processing take?

For IHL applications, ICA currently states processing is within one week, or within two weeks if a visa is required, excluding the submission date. For a new PEI application, ICA states processing is within one month, or within two weeks for an EduTrust-accredited PEI. ICA also warns that some applications can take longer.

Treat these as published service timeframes, not guaranteed decision dates. An incomplete file, additional checks, or a request for more documents can extend the process. Monitor the e-Service and the email address used in the application, and avoid non-refundable travel arrangements until approval and entry requirements are clear.

What happens after In-Principle Approval?

If ICA approves the application, it issues an In-Principle Approval (IPA) letter. Read every condition in it. If you require a visa to enter Singapore, ICA says it will be included in the IPA letter, but the IPA does not guarantee entry; entry is still assessed at the checkpoint.

You must be in Singapore on a valid immigration pass to complete the Student’s Pass formalities. Depending on the IPA instructions, you may need a medical examination, document submission, fee payment, and biometric enrolment. Your school may arrange offsite enrolment; otherwise, you need an appointment at the ICA Services Centre. Bring exactly what the IPA letter requires.

Singapore now issues a digital Student’s Pass

ICA issues the Student’s Pass digitally rather than as a physical card. After the required formalities are completed, the pass can be retrieved through the method specified by ICA, including FileSG or MyICA, and it can be viewed in Singpass after the stated update period.

Check the digital pass as soon as it becomes available. Confirm your identity details, validity, and conditions, save an accessible copy using the official retrieval options, and keep your passport and contact information current with the institution and relevant authorities.

Can Indian students work on a Singapore Student’s Pass?

A Student’s Pass does not give every student unrestricted work rights. The Ministry of Manpower allows work without a separate work pass only when the student, institution, and job meet its current conditions. During term, an eligible full-time student at an institution on MOM’s list may work up to 16 hours a week or complete an institution-run industrial attachment or internship that contributes to graduation requirements.

Vacation work has its own conditions and institution list. Exchange students are not allowed to work under this exemption, and a separate work pass can be required for other activity. After studies and Student’s Pass expiry, an employer must obtain the appropriate work pass before the graduate works. Check the current MOM list and your institution’s guidance before accepting any job; do not use expected earnings as the core funding plan.

A practical application sequence for Indian students

• Verify the institution’s official status, ICA category, course level, full-time mode, fees, refund policy, and start date.
• Accept the offer only after checking the complete cost and conditions, then follow the school’s Student’s Pass registration instructions.
• Collect the Registration Acknowledgement Letter and prepare consistent passport, family, education, employment, address, and funding information.
• Submit through ICA’s official e-Service within the two-to-three-month application window and pay the current processing fee.
• Monitor the application for additional requests and do not treat the published processing time as a guarantee.
• After approval, review the IPA, entry requirements, medical instructions, fees, documents, and biometric appointment or school enrolment arrangement.
• Complete formalities in Singapore, retrieve the digital Student’s Pass, and check every condition.
• Before taking any part-time role or internship, confirm that the institution and work meet MOM’s current exemption rules.
