Netherlands Student Visa for Indian Students: 2026 MVV, Funds & Permit Guide
Plan the Dutch student residence process from admission and university sponsorship to the MVV sticker, 2026 study norm, residence card, and post-arrival registration.
The Netherlands student “visa” is a sponsored residence process
For an Indian student joining a Dutch university or university of applied sciences for more than 90 days, the process normally combines an MVV—a provisional residence permit used to enter the Netherlands—with a residence permit for study. You do not submit the higher-education residence application independently: only the educational institution can apply for you.
The institution must be recognised by the Dutch Immigration and Naturalisation Service (IND), the programme must be accredited, and the course must be full-time. Admission and immigration are still separate decisions. A university offer allows the institution to begin its immigration procedure, but it does not guarantee IND approval.
Step 1: verify the institution, programme, and offer
Before paying a deposit, confirm that the institution appears in the IND public register of recognised sponsors for study. Also verify the programme’s accreditation and read the offer conditions, tuition schedule, refund policy, immigration deadline, housing information, and document instructions.
The student residence route requires proof of registration or temporary registration. A preparatory or pre-master period may be covered when the institution requires additional courses or a language test before final admission; the IND says this period usually lasts one year. The institution determines afterwards whether you have met the programme requirements.
- Check the institution in the current IND recognised-sponsor register.
- Confirm that the programme is accredited and offered full-time.
- Match the course title, level, campus, start date, and duration across every document.
- Note the university’s immigration deadline, which may be much earlier than enrolment.
- Understand which payments are tuition, immigration charges, housing deposits, or refundable financial deposits.
Step 2: follow the university’s immigration instructions
After you accept the offer and meet the institution’s conditions, its international office normally requests the documents and funds needed for the immigration file. The institution then applies to the IND for the MVV and student residence permit together. Use its checklist because the sponsor is responsible for submitting the application.
Official foreign documents may need legalisation and, when they are not in Dutch, English, French, or German, an accepted translation. Names, passport numbers, dates, education history, finances, and contact details must remain consistent. Never edit an academic, bank, civil-status, or identity record to make it fit the checklist.
- Valid passport copy and any identity pages requested by the institution.
- Admission or temporary-registration evidence and completed university immigration forms.
- Proof that the required living funds are genuinely available.
- Legalised and translated civil or academic records where the institution requires them.
- Declarations relating to antecedents, TB testing, and financial support where applicable.
- Proof of each payment made to the institution, with the correct student reference.
2026 proof of funds: €1,130.77 per month
The IND study norm for higher professional education (HBO) or university students is €1,130.77 per month from 1 January through 31 December 2026. The IND requires funds for 12 months, so 12 times the current monthly norm is €13,569.24. This living-cost amount does not include tuition or college fees and should not be treated as a complete annual budget.
The study norm changes on 1 January each year. Recheck the live IND amount before transferring money, especially if the university submits your application in a later calendar year. Also budget separately for tuition, travel, housing deposits, municipal costs, insurance, books, and setup expenses.
Ways to show the required funds
The IND lists several routes for financial evidence. You may hold the 12-month study norm in your own freely withdrawable account, transfer it to the educational institution, use a qualifying scholarship, receive company support, or rely on a private financier abroad or in the Netherlands under the relevant evidence rules.
For an applicant’s own foreign bank account, the IND currently requires the account evidence to be no more than three months old and to show the date, personal details, account number, balance, and bank contact information. If a parent or another person abroad finances you, the published route also calls for a financial-support statement, identity evidence, and qualifying bank proof in the financier’s name. Follow the university’s instructions because it collects and checks the evidence for the application.
- Funds in your own freely accessible bank account.
- The required living amount deposited with the recognised educational institution.
- A scholarship declaration showing the provider, student, period, and amount.
- Support from a company with the prescribed statement and financial evidence.
- Support from a private person abroad with the required declaration, identity copy, and bank evidence.
- Support from a person in the Netherlands who meets the applicable income and evidence rules.
Application fee, decision period, and realistic timing
The IND lists a €254 application fee for the higher-education student residence route as reviewed on 2 October 2026. The cost is paid through the educational institution, which may also have its own payment timeline or administrative arrangements. Verify the live fee and the university invoice before paying.
The statutory IND decision period is 60 days, but the IND can extend it when more time is needed—for example, if the application is incomplete. University document review and payment processing happen before or alongside submission, while the later MVV appointment and passport handling add more time. Start by the institution’s immigration deadline and avoid booking non-refundable travel until the positive decision and sticker arrangements are clear.
Step 3: collect the MVV sticker in India
Indian nationality is not included in the IND’s nationality-based MVV exemption list, so an Indian student normally needs an MVV unless a separate exemption applies to the individual case. After a positive decision, follow the location named in the IND letter or the institution’s message and book an appointment with the Dutch embassy in New Delhi or the consulate-general in Bengaluru or Mumbai.
NetherlandsWorldwide says the appointment must be made within three months after the IND decision. Your passport must remain valid for at least six months on the appointment date and contain at least two empty pages. A student whose institution applied can use the institution’s email containing the V-number instead of a copy of the positive-decision letter, together with the other items specified for the appointment.
The Dutch representation keeps the passport while the MVV sticker is processed. The official India page says this can take up to 10 working days. Check the sticker as soon as it is returned, including your name and validity, and raise any error immediately. The IND states that the MVV itself is valid for 90 days.
No civic-integration exam for the student route
Although an MVV is involved, study is a temporary residence purpose under the Dutch Civic Integration Act. That means a student applying under this route does not take the Civic Integration Exam Abroad simply to obtain the study MVV.
Do not confuse the student procedure with partner, family, or other residence routes that can have different requirements. If the purpose of residence changes, check the rules for the new category rather than assuming the student exemption carries over.
After arrival: residence card, municipality, BSN, and TB step
Your institution will be notified when the residence document is ready, and you must make an appointment to collect it from the IND. If you will live in the Netherlands for more than four months, register in person with the municipality where you live. NetherlandsWorldwide says this should be done within five days of arrival; registration adds you to the Personal Records Database and provides a citizen service number (BSN).
Ask the municipality before departure which original, legalised, or translated records it needs, because requirements can include a birth certificate and proof of address. Arrange suitable medical coverage for your circumstances. Study in NL explains that a non-EU student studying only is generally not eligible for Dutch public health insurance and needs adequate home-country or private cover, while starting a part-time job can create a Dutch public-insurance obligation.
If the educational institution indicated in the immigration application that you will take a tuberculosis test, book it with the municipal public health service (GGD) within three months after receiving the residence permit. Follow the IND and university instructions for the referral form and appointment rather than assuming every nationality follows the same TB route.
Work rules and study-progress requirement
For paid employment, your employer must obtain a work permit (TWV). You must choose between working up to 16 hours per week throughout the year or working full-time only in June, July, and August. Working beyond the permitted arrangement or without the required TWV can trigger enforcement and notification to the IND.
Self-employment follows a different rule: the IND allows it while you continue to meet the student-permit conditions, without a TWV, but you must register with the Chamber of Commerce, pay tax, and assess the health-insurance consequences. A curricular traineeship can be permitted without a TWV when it forms part of the programme and the applicable internship conditions are met.
Immigration status also depends on academic progress. The institution assesses whether you obtain at least 50% of the credits for each study year, taking recognised personal circumstances into account. Without a valid reason for insufficient progress, it must report the situation to the IND, which then assesses whether the permit requirements remain satisfied.
Validity, changing universities, and options after graduation
The study residence permit is valid for the duration of the programme plus three months, up to a maximum of five years, as long as you continue to meet the conditions. A preparatory period counts within that duration. Keep your passport, enrolment, finances, address, and contact details current and report relevant changes through the institution.
You may transfer to another institution while studying, but the new institution must also be an IND-recognised sponsor and both you and the institution must notify the IND. After completing the programme, eligible graduates can explore a different residence purpose, including the orientation year for highly educated persons. Treat that as a separate application with its own live requirements, not an automatic extension of the student permit.
A practical Netherlands application checklist
Build the timeline backwards from the university’s immigration deadline and keep admission, financial, immigration, and arrival tasks in one tracker. Recheck the IND and NetherlandsWorldwide pages shortly before each payment, upload, or appointment because amounts and procedures can change.
EduLeaf Consultants can help you compare programmes, organise the sponsor-led process, and prepare a consistent financial and document plan. The university decides admission and sponsorship steps, while the IND decides the residence application; no consultant can guarantee either outcome.

No. For university or higher professional education, only the IND-recognised educational institution can submit the student residence application. Follow the university’s immigration process after admission.
How much money must a Netherlands university student show in 2026?
The 2026 IND study norm for HBO or university study is €1,130.77 per month. The IND requires 12 months of living funds, which calculates to €13,569.24, excluding tuition or college fees. Recheck the amount if the application will be submitted in another calendar year.
What is the Netherlands student residence application fee in 2026?
The IND currently lists €254 for this higher-education route, paid through the educational institution. Confirm the live fee and the institution’s payment instructions before transferring money.
Do Indian students need an MVV for the Netherlands?
Generally yes. India is not on the nationality-based MVV exemption list, although individual circumstances can create a separate exemption. The recognised institution normally applies for the MVV and residence permit together.
Can an international student work while studying in the Netherlands?
For paid employment, the employer must obtain a TWV and the student must choose either up to 16 hours per week or full-time work only in June, July, and August. Self-employment and curricular traineeships have different conditions.
Does the Netherlands student residence permit require a civic-integration exam?
No. Study is classified as a temporary residence purpose under the Civic Integration Act, so the Civic Integration Exam Abroad is not required for this student MVV route.
