Canada PGWP 2026 for Indian Students: Eligibility, Language & CIP Guide

Check whether your Canadian course can lead to a post-graduation work permit under the 2026 language, field-of-study, deadline, and study-mode rules.

What is a Canadian post-graduation work permit?

A post-graduation work permit, or PGWP, is an open work permit for eligible graduates of certain Canadian designated learning institutions. It can provide Canadian work experience after study, but graduating from a DLI does not automatically make a student eligible. The institution, individual programme, study history, language evidence and, for some programmes, field of study must all meet the applicable rules.

A PGWP is normally available only once. It is not a guaranteed route to permanent residence, and a future immigration application has its own eligibility and selection rules. Students should therefore check PGWP eligibility before paying a tuition deposit, not wait until graduation.

The core PGWP eligibility checklist for 2026

IRCC currently requires a graduate to complete a PGWP-eligible programme at an eligible DLI that is at least eight months long, or 900 hours for specified Quebec programmes. The student generally must have maintained full-time status in Canada during each semester, although part-time study can be permitted in the final semester.

The application must be made within 180 days after the institution confirms programme completion, and the study permit must have been valid at some point during that 180-day period. Special rules can apply to authorised leave, school transfers, accelerated study, programmes with an overseas component and older pandemic-era distance learning, so applicants with an unusual study history should use the current IRCC special-case guidance.

  • Confirm both the school and the specific programme are marked PGWP eligible on the DLI list.
  • Complete a credit-bearing eligible credential rather than only language, general-interest or self-improvement study.
  • Maintain the required full-time enrolment history and retain evidence for any authorised leave.
  • Check whether the course delivery arrangement is excluded under public-private curriculum licensing rules.
  • Plan the language test, completion documents and online application before the 180-day deadline.

Language requirements: CLB 7 or CLB 5 depends on the programme

For PGWP applications submitted on or after 1 November 2024, most graduates must submit valid English or French test results. Bachelor’s, master’s and doctoral graduates need at least Canadian Language Benchmarks level 7 in English, or Niveaux de compétence linguistique canadiens level 7 in French, in each of reading, writing, listening and speaking. Graduates of other university programmes have the same CLB or NCLC 7 requirement.

Graduates of college, polytechnic and other non-university programmes generally need at least CLB or NCLC 5 in every ability. IRCC currently accepts in-person CELPIP-General, IELTS General Training and PTE Core for English, and TEF Canada or TCF Canada for French. Results must be less than two years old when the PGWP application is submitted. Do not substitute IELTS Academic or PTE Academic simply because a school accepted it for admission.

Who must meet the field-of-study requirement?

Graduates with a bachelor’s, master’s or doctoral degree do not have a PGWP field-of-study requirement. The rule can apply to graduates of other university programmes and college, polytechnic or non-university programmes when the related study-permit application was submitted on or after 1 November 2024.

Eligibility is based on the programme’s six-digit Classification of Instructional Programs, or CIP, code—not the marketing title alone. IRCC links eligible programmes to long-term labour shortages in agriculture and agri-food, education, health care and social services, STEM, trades and transport. The official list states that no eligible fields will be added or removed during 2026, but students must still verify the exact CIP and the date rules that apply to their study-permit and PGWP applications.

  • Ask the DLI for the exact six-digit CIP code in writing before accepting the offer.
  • Read the CIP description and exclusions rather than relying only on a similarly named programme.
  • Search the live IRCC eligibility table using that code.
  • Save dated evidence showing the programme and code used for the decision.
  • Recheck the list when applying for the PGWP, even if it was checked before the study permit.

How long can a PGWP be valid?

Permit length depends on the level and length of the eligible programme and the passport expiry date. An eligible master’s programme of at least eight months can support a three-year PGWP even when the programme is shorter than two years. That special treatment does not apply to a certificate or diploma merely offered at postgraduate level.

For other eligible programmes lasting at least eight months but less than two years, IRCC may issue a permit for up to the same length as the programme. A programme of two years or more may lead to a PGWP of up to three years. Eligible programmes may sometimes be combined, but each normally must be at least eight months long and satisfy the relevant eligibility rules. The permit cannot extend past the passport expiry date; a shorter permit issued for that reason may be extendable on paper after passport renewal.

Distance learning, transfers and public-private programmes

For a programme whose applicable lock-in date is on or after 1 September 2024, IRCC says at least 50% must be completed in class within Canada. Time studied online from outside Canada after 31 August 2024 does not count toward PGWP length, and completing more than half of a programme through distance learning can make a graduate ineligible.

A transfer does not erase the minimum study requirement. When moving from a non-DLI to a DLI, only time at the DLI counts, and at least eight months must be spent there. Programmes delivered by private career colleges on behalf of public institutions through curriculum licensing arrangements are generally not PGWP eligible, subject to limited transition exceptions tied to past start dates. Confirm the delivery campus and provider, not only the awarding institution.

Documents to prepare before graduation

IRCC asks for proof of programme completion and proof of full-time study. Depending on the case, completion evidence can include the credential, an official completion letter or an official transcript. The transcript also supports the full-time enrolment history. The evidence must come from the PGWP-eligible DLI and programme.

Most applicants also need qualifying language results. Where a field-of-study requirement applies, include evidence that the programme matches the eligible CIP description. IRCC warns that the online checklist can display language results as optional even when they are mandatory, and it may not create a dedicated field-of-study upload slot; applicants are instructed to upload required CIP evidence in the Client Information section. A medical exam may also be relevant for work in health care, child care, education, agriculture or other restricted settings.

  • Passport valid for the intended permit period.
  • Official completion letter, credential or transcript accepted by IRCC.
  • Official transcript showing the full-time study record.
  • Valid language result meeting the score in all four abilities.
  • Programme and six-digit CIP evidence when the field rule applies.
  • Letter of explanation and supporting records for any authorised leave, transfer or special circumstance.
  • Upfront medical evidence when needed for the intended occupation.

Application deadline, fees and online process

An eligible graduate can apply from inside or outside Canada and normally has up to 180 days after graduation. In most cases the application is online through an IRCC secure account. At the review date, the published government charges are CAD 155 for the work-permit application plus CAD 100 for the open-work-permit-holder fee, for a total of CAD 255. Biometrics, a medical examination, a police certificate or Visa Application Centre services can create separate costs when applicable.

If a study permit expires before the PGWP application, restoration rules and a separate restoration charge may apply. IRCC says a person applying within 90 days after study-permit expiry may apply online for the PGWP and restoration, but cannot work until the permit is approved. Because status and work authorisation are time-sensitive, do not wait for the final day or assume that the 180-day PGWP window preserves temporary status in Canada.

Can you work while IRCC processes the PGWP?

A graduate can work full-time while the PGWP application is processed only when all of IRCC’s conditions are met: the study permit was valid when the application was submitted, the programme was completed, and the student was eligible to work off campus without a work permit while studying and respected the permitted hours.

If those conditions are not met, the graduate must wait for work authorisation. A refusal ends interim work authority on the day IRCC notifies the applicant. Travel also requires care: a PGWP is not a travel document, and someone returning to Canada needs the appropriate valid temporary resident visa or electronic travel authorisation as well as satisfying border requirements.

Common PGWP planning mistakes

  • Assuming every programme at a DLI is PGWP eligible.
  • Choosing a non-degree course without checking its six-digit CIP code and applicable study-permit date.
  • Booking IELTS Academic or PTE Academic instead of an IRCC-accepted test option for the PGWP.
  • Meeting an overall language score but falling below the required level in one ability.
  • Treating a postgraduate certificate as a master’s degree for the three-year permit rule.
  • Studying too much of the programme online or outside Canada under the current rules.
  • Ignoring a passport expiry that can shorten the issued work permit.
  • Submitting without language or CIP evidence because the online checklist labels it optional or omits a slot.
  • Letting student status expire while waiting for final marks without arranging the correct next step.
  • Assuming a PGWP or Canadian job guarantees permanent residence.

A practical decision checklist before paying tuition

This guide was reviewed on 10 October 2026 against current Immigration, Refugees and Citizenship Canada guidance. PGWP eligibility can depend on precise dates and individual study history, and immigration rules can change. Recheck the live IRCC pages and the DLI entry for the exact programme before paying a deposit or submitting an application.

  • Find the institution on IRCC’s DLI list and confirm the chosen programme is PGWP eligible.
  • Identify whether the award is a degree, another university credential or a college/non-university credential.
  • Record the programme length, campus, delivery method and any public-private partnership arrangement.
  • If the field rule applies, confirm the six-digit CIP code against IRCC’s current list.
  • Budget and schedule the correct in-person language test for the required CLB or NCLC level.
  • Plan for at least 50% in-class study in Canada under the current distance-learning rule.
  • Keep a full-time enrolment record and documented approval for any authorised leave.
  • Renew the passport early enough to avoid a shorter PGWP.
  • Prepare the completion, transcript, language, CIP and medical evidence before the 180-day deadline.

Frequently asked questions

Is every course at a Canadian DLI eligible for a PGWP?

No. A school can be a designated learning institution while some of its programmes are not PGWP eligible. Check the DLI list, the specific programme, delivery arrangement, length and any field-of-study requirement before enrolling.

Which English test do I need for a PGWP in 2026?

IRCC currently accepts in-person CELPIP-General, IELTS General Training and PTE Core. The minimum is generally CLB 7 in each ability for university graduates and CLB 5 in each ability for college, polytechnic and other non-university graduates. Flight-school graduates have a separate exemption.

Do master’s graduates need an eligible CIP code?

No. Graduates with a bachelor’s, master’s or doctoral degree do not have a PGWP field-of-study requirement under the current rules, although they must meet the other eligibility requirements, including language evidence.

Can a one-year master’s degree lead to a three-year PGWP?

An eligible master’s degree of at least eight months can support a three-year PGWP if all other requirements are met and the passport is valid long enough. The special rule does not apply to certificate or diploma programmes.

How much does a PGWP application cost in 2026?

At the review date, IRCC lists CAD 155 for the work-permit fee and CAD 100 for the open-work-permit-holder fee, totalling CAD 255. Biometrics and third-party services may cost extra when required. Always check the live fee list before paying.

Can I work after graduation while waiting for my PGWP?

You can work full-time while IRCC processes the application only if your study permit was valid when you applied, you completed the programme, and you were eligible to work off campus during study and complied with the applicable limits. Otherwise, wait until work is authorised.

Does a PGWP guarantee permanent residence in Canada?

No. A PGWP can provide time to gain Canadian work experience, but permanent-residence programmes have separate criteria, scores, occupation rules and invitations. Build a study and career plan that remains worthwhile without assuming a future immigration result.
