What is the APS certificate for Germany?
The Academic Evaluation Centre India, commonly called APS India, verifies academic documents and educational qualifications issued by Indian institutions for applicants who plan to study in Germany. A successful APS procedure confirms the result of that verification; it does not admit you to a university or grant a visa.
APS India is part of the Science Section of the German Embassy in New Delhi and works with the German Academic Exchange Service. The German Missions in India state that applicants with an Indian school-leaving certificate, Indian study semesters, or an Indian degree almost always need APS for admission to university in Germany. Because it can affect both admission planning and the student-visa file, treat APS as an early application task rather than a last-minute visa document.
Who needs APS—and who may be exempt?
The relevant factor is where your academic documents were issued, not simply your citizenship. APS India is responsible for qualifications issued by Indian educational institutions. Use its requirements quiz and the live guidance for your intended pathway before assuming that you need a particular procedure or qualify for an exemption.
The German Missions list exemptions for certain applicants, including those pursuing PhD or postdoctoral studies, recipients of qualifying German or EU public-funded stipends, students obtaining a non-German degree, applicants whose relevant degree is not Indian, and holders of an international qualification such as the International Baccalaureate. The wording and evidence matter, so confirm the exemption against both APS India and the current visa route.
Choose the checklist that matches your academic stage
APS India publishes different checklists for Class XII graduates, Class XII graduates with JEE Main and Advanced, undergraduates with at least two completed bachelor’s semesters, and applicants with a completed bachelor’s or master’s degree. It also has separate partnership and institution-led procedures that are not interchangeable with the normal individual application.
Do not combine documents from several checklists or copy another student’s route. Complete the APS requirements quiz, open the checklist for your current completed academic stage, and use that version when preparing the file. APS says it can process only complete and formally correct submissions and may request additional evidence during verification.

APS application process: six practical steps
APS India describes a six-step process: understand the applicable requirements, plan for checklists and additional conditions, prepare the documents, register online under the correct procedure, pay the APS fee, and send the required file by post or courier while tracking the case through the account.
The current APS FAQ says the processing fee is non-refundable once paid. Because the public guidance reviewed on 30 September 2026 does not state one universal numeric fee on the overview pages, use the amount and payment instructions shown in your official APS registration flow rather than relying on an old blog, screenshot, or agent quote.

Document rules that commonly cause avoidable delays
Your exact checklist controls the file. APS currently asks applicants to submit legible A4 colour photocopies, including both sides where relevant, and says not to send originals unless explicitly requested. Documents already issued in English or bilingually generally do not need notarisation; a document issued only in an Indian regional language requires a notarised English translation.
Verification can depend on a response from your school, board, or university. APS cannot issue the certificate until it receives the required confirmation through an official channel. If the portal shows “non-support,” contact the relevant institution and ask it to respond to APS; a message from a personal email account does not replace official institutional confirmation.

New dMAT rule for selected 2027 master’s applicants
APS India introduced the Digital Master Test (dMAT) as an additional part of APS documentation for selected master’s applicants. It currently applies when the previous degree falls within the official affected list under Engineering; Commerce, Accounting, Finance, or Economics; or Business and Management, and the application relates to Summer Semester 2027 or a later master’s intake.
The current rule applies to affected applicants who completed APS online registration on or after 29 June 2026 and shipped their APS documents on or after that date. A transitional exemption applies if either the online registration or shipment of the complete APS file occurred before 29 June 2026. Applicants who already received an APS certificate do not need dMAT for that completed procedure. Interdisciplinary degrees must be checked against the official affected-fields list rather than classified by guesswork.
The first dMAT test was scheduled for 26 September 2026, and its certificates are scheduled to become available online on 12 October 2026. That first registration window is closed, so applicants who still need dMAT should use the live APS and dMAT pages for the next available session instead of assuming the first schedule still applies.
How dMAT fits into APS, admission, and cost planning
The dMAT is administered by g.a.s.t., while APS India remains responsible for document verification. For applicants who must take it, the separate dMAT certificate becomes part of the APS documentation and the result appears on the APS certificate. The current dMAT fee is €150, paid during registration to g.a.s.t.; check the live registration terms before paying or booking travel to a test centre.
Affected applicants may send their otherwise complete APS package before the dMAT certificate is available, allowing document verification to begin. APS can issue the final certificate only after receiving and checking the required dMAT certificate. This flexibility applies only to the dMAT certificate: additional or updated academic qualification records cannot be added later to the same procedure.
A low dMAT score does not automatically cause APS refusal, and a strong score does not guarantee university admission. dMAT does not replace APS verification, anabin recognition, university requirements, or the institution’s independent admission decision.
How long does APS take?
APS India does not publish a fixed processing time for every case. Timing depends on application volume and how quickly schools, boards, universities, and other institutions respond to verification requests. APS also says it cannot provide individual progress updates for every pending case.
Build your application calendar backwards from university deadlines, but do not invent a guaranteed turnaround date. Apply only when the academic stage required by your route is complete, submit a correct file, watch the portal and email, and leave room for institutional verification or a dMAT session if it applies to you.
From APS to university application and student visa
APS is one part of a larger Germany plan. Your university or uni-assist decides whether you meet admission rules, and the competent German mission decides the visa.
